Tender Announcement for Integrated Trucking and Customs Clearance Services for Midea's Thailand Exports for the 2026-2027 Fiscal Year

为满足美的泰国区域运输及进出口清关需求，秉着“公平、公正、开放、透明”的原则引入优质物流合作伙伴，以合作共赢的理念推进业务高效开展，现****中心对“2026-2027年度泰国出口拖报一体业务”进行公开招标，竭诚欢迎符合要求的物流服务商踊跃参加投标。

To meet the transportation and import/export customs clearance needs in the Midea Thailand region, we adhere to the principles of 'fairness, justice, openness, and transparency' in introducing high-quality logistics partners. With the concept of mutually beneficial cooperation, we aim to promote the efficient conduct of business. Now, the Midea International Supply Chain Capability Center is issuing a public tender for the '2026-2027 Thailand Export Integrated Trucking and Customs Clearance Services'. We sincerely welcome eligible logistics service providers to participate actively in the bidding.

一、标的介绍/Tender Introduction

1、标的信息：2026-2027年度泰国区域工厂出口拖报一体全流程服务，预计需求柜量约17472（柜量以合同期内实际业务量为准，具体服务范围及相关细节，将在招标说明书中进一步明确）。

1. Tender Information: Integrated trucking and customs clearance services for the entire process for the 2026-2027 Thailand region factory exports, with an estimated demand of approximately 17,472 TEUs (the actual container volume will be based on the actual business volume during the contract period, and the specific service scope and related details will be further clarified in the tender document).

2、合同期限：2026年12月1日—2027年5月31日（具体起止时间以双方签订的正式合同为准）。

2, Contract Period: December 1, 2026—May 31, 2027 (the exact start and end dates shall be based on the formal contract signed by both parties).

3、业务类型：涵盖泰国主要工厂与港口之间的集装箱拖车运输、货物接送，本地费用垫付以及出口货物报关全流程服务（单据处理、清关申报、税费代缴、单证回收、货物放行协调等），实现拖车运输与报关服务无缝衔接。

3, Service Type: Includes container trailer transportation, cargo pickup and delivery, advance payment of local expenses, and the entire process of export customs declaration (document processing, customs declaration, tax payment on behalf, document retrieval, cargo release coordination, etc.), achieving seamless integration between trailer transportation and customs declaration services.

4、其他需求：本项目相关未尽事宜，均以美的国际物流服务协议条款为准。

二、供应商投标要求/Bid Requirements for Suppliers

（一）供应商资质要求及材料提交/Supplier Qualification Requirements and Documentation Submission

本次招标供应商资质明确以下基本资质要求，所有证明材料均需提供扫描件并加盖公司公章，需真实有效、在有效期内，具体如下：

This tender clearly specifies the following basic qualification requirements for suppliers. All proof documents must be provided as scanned copies and stamped with the company seal, ensuring they are genuine, valid, and within the validity period, as follows:

3	在泰国合法开展进出口清关业务的企业（自有或签约合作方具备合法报关资质） A company legally operating import and export customs clearance services in Thailand (with its own or a contracted partner holding valid customs declaration qualifications)	3.1 泰国报关协会注册证书（自有或签约合作方均可，若为合作方需提供合作协议扫描件）； 3.1 Registration certificate from the Thai Customs Brokers Association (either owned or provided by a contracted partner, if the latter, a scanned copy of the cooperation agreement must be submitted);
4	在泰国具备充足的集装箱运输能力，至少具备自有集装箱运输车辆或签约合作车辆20台 Possess adequate container transport capacity in Thailand, with at least 20 owned or contracted cooperative container transport vehicles.	4.1 提供（自有或签约合作方）20台车辆相关完整资料（含车辆行驶证、营运证、车辆保险单、货物运输险保单等）；若为合作方，需提供合作协议扫描件。 4.1 Provide complete documentation for (owned or contracted cooperative) 20 vehicles (including vehicle registration, operating permit, vehicle insurance policy, cargo transportation insurance policy, etc.); if a cooperative party, a scanned copy of the cooperation agreement is required.

补充说明：/Additional Notes:

车辆资料需按以下Excel表格规范提交，便于招标方审核识别，具体要求如下：

Vehicle documentation must be submitted in accordance with the following Excel table format to facilitate review and identification by the tendering party, with specific requirements as follows:

1. 表格格式：一行对应一辆车，不得多车合并一行；

1. Table Format: One row corresponds to one vehicle, multiple vehicles must not be combined in a single row;

2. 表格列项（按顺序排列，不得增减）：第一列车牌号、第二列车辆行驶证扫描件、第三列营运许可证扫描件、第四列车辆保险单扫描件、第五列货物运输险保单扫描件；

2. Table items (in order, no additions or deletions): First column vehicle license plate number, Second column scanned copy of vehicle registration certificate, Third column scanned copy of operating license, Fourth column scanned copy of vehicle insurance policy, Fifth column scanned copy of cargo transportation insurance policy;

3. 其他要求：扫描件需清晰可辨，表格命名规范为“XX公司-车辆资料表”（XX公司为供应商自身公司全称），与其他报名资料一并发送至指定报名邮箱。

3. Other requirements: Scanned copies must be clear and legible, and the table should be named according to the standard format “XX Company-Vehicle Information Form” (XX Company being the full name of the supplier's own company), to be sent together with other registration materials to the designated registration email.

（二）通用禁止投标情形/General Prohibited Bidding Situations

1. 法定代表人为同一人的两家及多家公司，不得同时参加本次招标；

1. Companies with the same legal representative shall not participate in this tender simultaneously;

2. 存在控股、参股、交叉持股或直接管理关系的两家及多家公司，不得同时参加本次招标；

2. Two or more companies that have a holding, shareholding, cross-shareholding, or direct management relationship shall not participate in this tender simultaneously;

3. 存在其他可能影响招投标活动公平、公正进行的关联关系的两家及多家公司，不得同时参加本次招标；

3. Companies with associated relationships that may affect the fairness and impartiality of the tendering process shall not participate in this tender simultaneously.

4. 股东为美的集团在职员工亲属（指配偶、直系血亲、三代以内旁系血亲、近姻亲关系）的供应商；

4. Suppliers whose shareholders are immediate family members (including spouse, direct blood relatives, collateral relatives within three generations, and close in-laws) of Midea Group's current employees;

5. 在美的集团离职前三年内，曾任Band7（原17级或18级）及以上职位的人员，在供应商处担任管理层、股东或销售岗位的供应商；

5. Persons who have held positions at Band 7 (formerly Level 17 or 18) or above within the three years prior to leaving Midea Group, and who are employed in management, shareholder, or sales roles at suppliers;

6. 公司法人、股东及业务人员已被列入美的集团黑名单的供应商。

6. Suppliers whose legal person, shareholders, and business personnel have been listed in the Midea Group blacklist are not eligible.

三、报名说明及招标整体步骤/Registration Instructions and Overall Tender Process

（一）报名说明/Registration Instructions

1. 报名资料：需按本公告第二条要求，准备全部证明材料（均需提供扫描件并加盖公司公章），其中车辆资料需严格按指定Excel表格规范提交（详见补充说明）；

1. Application materials: All required documents as specified in the second clause of this announcement must be prepared (all documents must be provided as scanned copies and stamped with the company seal), including vehicle information which must be submitted strictly according to the designated Excel format (see additional notes for details);

2. 报名截止日期：2026年10月8日（逾期提交的报名资料，招标方将不予接收）；

2. Application Deadline: October 8, 2026; (Applications submitted after the deadline will not be accepted by the tendering party);

（二）招标整体步骤说明/Overall Tender Process Explanation

1. 请各供应商优先完成报名事宜，以下为本次招标整体步骤计划，供供应商提前了解、做好前期准备（含投标资料递交、保证金缴纳等相关事宜）；

1. Please prioritize the completion of registration by all suppliers. The following is the overall schedule for this tender, for suppliers to understand in advance and prepare accordingly (including the submission of bidding documents, payment of deposit, and other related matters).

2. 后续各环节需提交的具体资料、操作要求及时间节点，招标方将分步骤以邮件形式，通知至供应商在《供应商基本资料表》中提供的公司邮箱。
